The three-day Training Workshop on Safe and Effective Inventory of PCBs and PCBs-containing Electrical Equipment in Power Installations (for South-East & South-South Zones), organised by the Environmentally Sound Management and Disposal of PCBs Project Management Unit, was held at Rapha Hotel Ltd., Umuahia, Abia State (6th – 8th October, 2021).
The Training Workshop was attended by sixty-six (66) participants drawn from Federal and State Ministries of Environment, Agencies, representatives of the Power Sector Operators, PCBs Inventory Consultants & Staff, Non-Governmental Organisations (NGO) and the Media.
About twenty (20) persons from various organisations, including the Lead Technical Support Consultant, Mr. Carlo Lupi; the UNDP Region-based Technical Adviser (RTA) for the project, Dr. Charlette De Bruyne, as well all Project Consultant, Mr. Etienne Goni joined the training through the zoom platform.

The Training Workshop was attended by ninety-six (96) participants drawn from Federal and State Ministries of Environment, Project Steering Committee, representatives of the Power Sector Operatives, Nigerian Electricity Regulatory Commission (NERC), PCBs Inventory Consultants & Staff, the Academia, Non-Governmental Organisations (NGO) and the Media.
About forty-five (45) persons from various organisations and the Lead Technical Support Consultant, Mr. Carlo Lupi, joined the training through the zoom platform.
The Training on Safe and Effective Inventory of PCBs and PCBs-containing Electrical Equiment in Power Installations for the the North-East and North-West geoplotical zones, organised by the Project Managment Unit, has been held in Bauchi, Bauchi State, on 20 – 22 September, 2021. It included an in-class training and field demonstration at Yelwa Injection Sub-Station, Bauchi, operated by Jos Electricity Distribution Company.
The training was attended by about 70 participants, drawn from the Power Sector, Government Bodies, NGOs and Academia. The next leg is for South-West and North-Central geopolitical zones, which is jointly scheduled for Lafia, Nasarawa State, on 27 – 29 September, 2021.

Training workshop on the application of PCBs regulations and guidelines
PCBs Regulations have been developed and gazetted by the Government in addition to the Guidelines for ESM of PCBs to provide enforceable instruments for the ESM and disposal of PCBs, in line with provisions of the Stockholm Convention.
The procurement and installation of a Gas Chromatograph with Electron Capture Devices (GC-ECD) at the Science and Technology Complex’s Laboratory, Sheda, Abuja for the PCBs analysis of transformer oil samples collected from PCBs inventory exercise.

The Project Management Unit is undertaking an Inventory of PCBs oil and PCBs-containing electrical equipment with focus on power installations in twenty (22) States of the Federation not covered in 2014.
In line with internationally accepted protocol, a gender-inclusive National PCBs Inventory Field team, comprising nominated representatives of core actors in the project implementation, including power sector operators, has been constituted and trained on protocols and procedures for a safe and effective PCBs inventory. They are to proceed for field activities in the first week of November, 2021.
In line with standard practice and as part of measures for assessing the PCB project performamnce, during the first half of its duration, an Independent Mid-Term Review (MTR) has been conducted and completed by a team of Ms. Amal Dababseh (International Consultant) and Mrs. Kitan Oluwagbuyi (National Consultant), with a view to enhancing the project delivery.
The MTR report has indicated that the project is currently well-managed and is contributing to build the national capacity to comply with the global environmental obligations, in the area of sound management of PCBs.
The Project Managment Unit (PMU) is therefore most appreciative of high-level supports by the Honourable Minister and all project stakeholders, including the power sector operators, without whom this would not have been achievable.
